EPLO Offers 10 Scholarships for the 2026 Summer Program on parliaments, war and security
Third consecutive ELGS–LUISS collaboration under the thematic of “Parliamentary Democracy in Europe”
The EPLO’s European Law and Governance School is pleased to announce the offer of 10 tuition scholarships for the Summer Program on Parliamentary Democracy in Europe: Parliaments and War — From Diplomacy to Security, to be held from 13 to 17 July 2026 in Rome, Italy. The program is organized by the LUISS School of Government, in collaboration with the LUISS Center for Parliamentary Studies (CESP) and the European Law & Governance School (ELGS), marking the third consecutive year of this joint academic initiative.
Program Overview
War and security crises have returned to the center of the European and global political agenda, raising fundamental questions about the role of parliaments in times of conflict and emergency. This year’s program examines how legislative institutions respond to contemporary geopolitical challenges — from foreign policy and diplomatic action to defense governance and democratic accountability — and how they reconcile the need for effectiveness with the principles of transparency, constitutionalism and the rule of law.
Through lectures, interactive workshops, institutional visits and the dedicated EPLO/ELGS Day hosted at ELGS premises in Rome (Piazza di Porta Portese 6, Trastevere), participants will engage with leading scholars and practitioners in a structured, research-based environment.
The EPLO Scholarships
EPLO is offering 10 scholarships awarded on the basis of academic and personal merit. An administrative fee of 300€ will be charged. The program is designed for graduates, doctoral students, post-docs, civil servants from European and international institutions, and professionals working in NGOs, think tanks and organizations active in the fields of constitutional law, political science, parliamentary studies, European affairs and international relations.

Applicants should submit an updated CV and a letter of motivation in English to summerschools@elgs.eu. A good command of written and spoken English is required. Admission is based on professional and academic achievement.
